The riga apartments situation:

Renting an apartment in Riga is quite easy nowadays as many owners living abroad give their apartments to be managed by agencies who work quite professionally.
There are still new direct owners and new agencies springing up, the boom is not over yet, so you may want to stick to the good rated ones, unless yo have a good communication with the person.
On the other hand, some new owners tend to give better deals in order to get customers and ratings, so it may be worth considering them.
One tip: if you do not see pictures of the building or of the stairs, ask why, it may be simply because they did not take them, or because the facade and stairs need renovation. You will want to know. There are apartments with beautiful design and furniture and old stairs, as the owners cannot fix them unless the whole building residents agree. And there's always one old lady who does not want to change anything.
