Tallinn apartments have probably the highest standard in all Eastern/Central Europe.
We do not recall seeing a bad one so far. Probably this is due to the fact that there is not much space in the old town and the investment is high, so it does not make sense to spend a lot of money in buying an apartment and do not fixing it.
You should be quite safe and choosing an apartment instead of a Hotel will prove a good choice. Yes, they are not cheap, but most people find the price worth.
